VISITING HUNGARY - INFORMATION ON SHORT TERM (SCHENGEN) VISA PROCEDURE


This section provides information on the procedure and conditions for issuing visas for nationals of India, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka who intend to enter and stay in Hungary up to 90 days (short stay visa). Applicants who have permanent or long-term temporary residence in India or stay in India for lodging an application in absence of any Hungarian visa representation in their country of origin are advised to refer to this site or information for they can as well lodge visa application with the Embassy of Hungary in New Delhi.

Please note that nationals of Bangladesh, Nepal and Sri Lanka must lodge their C visa and airport transit visa application with the German Embassies in Dhaka, Kathmandu and Colombo respectively which issue visa on Hungary’s behalf. The visa application procedure and conditions for issuing visas are the same as if you wish to visit Germany.

Do I need a visa?

If you are a national of India, Bangladesh, Bhutan, Maldives, Nepal, or Sri Lanka you need a visa to visit Hungary for a time not exceeding 90 days in any 180-day period (short stay visa). If you are a national of Bangladesh or Sri Lanka you need airport transit visa for transiting between terminals (from Terminal 2A or 2B and or versa) at Budapest Liszt Ferenc International Airport in Hungary (airport transit visa) too.

Diplomatic, service passport of India and U.N. laissez-passer holders do not need a visa to visit Hungary. However, diplomatic and service passport holders may need a visa for their transit through the airport of the Schengen State where they enter the Schengen Area. This particular visa is issued by the Schengen State concerned where the transit airport is located.

For a period exceeding 90 days you need a residence permit. Application for residence permit has to be lodged at the Embassy of Hungary in New Delhi.

Do I need airport transit visa?

Airport transit visa means a visa valid for transit through the international transit areas of one or more airports of the Schengen States. Nationals of Bangladesh and Sri Lanka need airport transit visa for transiting between terminals at Budapest Liszt Ferenc International Airport in Hungary.

Please note that nationals of Bangladesh, Nepal and Sri Lanka must lodge their visa and airport transit visa application with the German Embassy in Dhaka, Kathmandu and Colombo respectively which issue visa on Hungary’s behalf. The airport transit visa application procedure and conditions for issuing such visas are the same as if you wish to visit Germany.

If you transit through several airports in Schengen States, you need to turn to that Schengen State on which territory the first transit airport is situated. You do not need airport transit visa if you

(1) have short stay visa, national long-stay visa or residence permit issued by any Schengen State;

(2) hold a valid residence permit issued by a European Union Member State, or Andorra, Canada, Japan, San Marino or the United States of America guaranteeing your unconditional readmission;

(3) hold a valid visa issued by a European Union Member State, or for Canada, Japan or the United States of America guaranteeing your unconditional readmission when travelling to the issuing country or to any other third country, or when, having used the visa, returning from the issuing country;

(4) are family member of citizens of the European Union;

(5) are holder of diplomatic passport;

(6) are flight crew member and national of a contracting Party to the Chicago Convention on International Civil Aviation.

Application procedure for airport transit visa is the same as the one for short stay visa. Supporting documents may however be different. So, please read the following section carefully!

 

Where to apply for a visa?

Schengen States issue uniform visas for short stay visit and airport transit. However, it is important for you to know that the Embassy of Hungary in New Delhi can only process your application if the destination of your visit is Hungary.

The following criteria may help you to decide whether you should submit your visa application with the Embassy of Hungary in New Delhi.

  • Hungary is the sole destination of your visit(s);
  • Your visit to Schengen States includes more than one destination and Hungary is the main destination of the visit(s) in terms of the length or purpose of stay;
  • If you cannot determine which is your main destination, but Hungary is the first Schengen State you wish to enter.

You are kindly encouraged to lodge your application at the Hungarian Visa Application Centre of VFS Joint Visa Application Centre at Shivaji Stadium Metro Station, Mezzanine Level, Baba Kharak Singh Marg, Connaught Place, New Delhi- 110001. Please note that application of permanent residents of Maharashtra, Kerala, Tamil Nadu, Gujarat, Goa, Karnataka, Andhra Pradesh, Puducherry, Daman and Diu, Dadra and Nagar Haveli are admitted and processed by the Consulate General of Hungary in Mumbai (TCG Financial Centre, C-53/G-Block, Bandra-Kurla Complex, Mumbai – MH (Maharashtra) 400098, India, consulate.mum@mfa.gov.hu ). How to apply?

It is advisable to lodge the application as early as possible and at least 15 calendar days before the intended visit. Please note that applications can be lodged no more than six months before the start of the intended visit (nine months for seafarers).

Holders of a multiple-entry visa may lodge the application before the expiry of the visa valid for a period of at least six months.

Please make note that Schengen visa rules allow you to stay in Schengen States altogether 90 days in any 180-day period. You may wish to calculate the period of allowed stay under this rule with a calculator designed to this end by going online to http://ec.europa.eu/dgs/home-affairs/what-we-do/policies/borders-and-visas/border-crossing/index_en.htm.

Visa application are to be lodged in person unless the applicant has obtained a VIS Schengen visa earlier. In this particular case third persons presenting authorization duly signed by the applicant and certified by public notary may submit visa applications. Kindly be advised that failure to provide such an authorization results in automatic refusal of taking the application at the teller.

It is important for you to know that mere possession of a visa does not confer on you an automatic right of entry to Schengen States including Hungary and that you may be requested to present proof that you actually fulfill the entry conditions at the entry border checking point. List of documents which may be requested are the same as you submitted as supporting documents for the visa application procedure.

 

When lodging the application, you are expected to:

1) Present an application form duly filled and signed. You can download an application form from the website of VFS Global. Application form is free. Minors shall submit an application form signed by both parents exercising permanent or temporary parental authority or legal guardianship. Present a declaration of permission by both parents exercising permanent or temporary parental authority or legal guardianship in the case the minor is traveling alone or the parent exercising permanent or temporary parental authority or legal guardianship in the case the minor is traveling with the other parent only. The declaration has to be original and certified by public notary.


2) Present a passport which validity shall extend at least three months after the intended date of departure from the territory of the Schengen States or, in the case of several visits, after the last intended date of departure from the territory of the Schengen States. Please check out before applying whether your passport contains at least two blank pages and it has been issued within the previous 10 years. Please note that as informed by the Indian Authorities, the Schengen States’ consulates do not accept handwritten or not machine readable Indian passports issued after 01/04/2010, and passports that contain a manual entry (observation) changing any data of the biographical data page.

 

3) Present 2 passport-size photos. Please note that the photo has to be color one; head-dress is permitted provided that all facial details are clearly visible.

 

4) Pay the visa fee of Rs. 6330 (80 EUR). You can pay the visa fee by bank card when lodging your application at the Visa Section. Bank card and cash is accepted at VFS Global visa application centres.

5) Provide supporting documents. For further details on supporting documents please see read more. 

6) Produce proof of possession of adequate and valid travel medical insurance. 

 

Kindly be advised that visa application will not be accepted at the teller, if

  • Visa application is lodged three months before the start of the intended visit;
  • Passport expires less than three months after the intended date of departure from Hungary;
  • Passport contains less than two blank pages;
  • Passport has been issued more than 10 years;
  • Photograph is not as per specification;
  • Application form is not duly filled and signed;
  • Fingerprints are not provided;
  • Visa fee is not paid.

How much do I pay for the visa?

Visa fee for short stay and airport transit visa are Rs. 6330 (80 EUR). Children from the age of six years and below the age of 12 years shall pay a visa fee of Rs. 3170 (40 EUR). No visa fee is applied for

  1. children under six years of age;
  2. school pupils, students, postgraduate students and accompanying teachers who undertake stay for the purpose of study or educational training;
  3. researchers travelling for the purpose of carrying out scientific research;
  4. representatives of non-profit organizations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organized by non-profit organizations and
  5. holders of diplomatic passports;

You can pay the visa fee by bank card when lodging your application at the Consular Section. Bank card and cash is accepted at VFS Global visa application centres.

 

What are the documents I need to enclose to the application?

Please be advised that individual circumstances can vary to a large extend, so the Embassy of Hungary in New Delhi may request further documents for supporting your visit.

Please be mindful of the fact that if you fail to comply with these general provisions the Embassy of Hungary in New Delhi may refuse your visa application without verifying its merit.

Please be advised that during the examination of an application the Embassy of Hungary in New Delhi may send call for action note in e-mail calling you for interview, requesting missing documents to be submitted or inadequate documents to be corrected. Therefore, it is mandatory to provide e-mail address on the visa application form.

Kindly make note that originals have to be accompanied with a copy in A4 format. Only those originals will be returned after the decision on the application is made which were accompanied by a copy. If you need to translate any of the supporting documents into English language please note that Embassy of Hungary in New Delhi cannot provide translation for visa application documents.

Sponsors of applicants are strongly advised not to send supporting documents by fax or e-mail to the Embassy of Hungary in New Delhi. These documents should be submitted by the applicant when lodging visa application in original. 

 

Do I need travel medical insurance?

Applicants for one or two entries must also prove that they are in possession of adequate and valid travel medical insurance, covering emergency medical, hospitalisation and repatriation (including in case of death). The minimum cover should be of 30,000 EUR. This insurance must be valid for the entire Schengen area and throughout the duration of the stay.

Applicants for a uniform visa for more than two entries (multiple entries) shall be in possession of travel medical insurance covering their stays; at the time of application, they need to prove that they have a travel medical insurance covering the period of their first intended visit, and sign the related statement in the application form.

How long does the visa issuing procedure take?

Applications shall be decided on within 15 calendar days of the date of the lodging of an application.

This period may be extended up to a maximum of 45 calendar days in individual cases, notably when further scrutiny of the application is needed.

You will be notified on the decision by the Consular Section. Please be advised that during the time of the assessment Consular Section will not answer any form of enquiry regarding state or outcome of the procedure.

What if my application is turned down?

If your application is turned down, the decision of the Consular Section of the Embassy of Hungary in New Delhi will be given in standardized written form in which you will get information as to why your application was rejected. If you received a decision you are not satisfied with, you can submit a written appeal no later than 8 calendar days from the day you received the decision. The appeal procedure has a fee of Rs. 2380 (30 EUR). The appeal must be presented at the Embassy of Hungary in person. Appeals can be submitted in working hours. Please note that there is no exception to these rules.

The appeal is assessed and decided by the Hungarian Minister for Foreign Affairs and Trade in 15 calendar days after the submission. You may be requested to provide further supporting documents to the appeal procedure. Please be advised that during the time of the assessment Consular Section will not answer any form of enquiry regarding state or outcome of the appeal procedure. Please note that the time of the appeal procedure cannot be reduced.

If your application is turned down in appeal procedure for a second time you are entitled to seek judicial review of this decision. Petition for judicial review shall be submitted no later than 3 calendar days from the day you received the decision in the appeal procedure. The petition shall be submitted at the Embassy of Hungary in New Delhi in person or sent to the latter by registered courier. The petition is judged by the Metropolitan Administrative and Labor Court in Hungary in 8 calendar days after the petition is registered with the court. The court has the competence to assess the legality of the visa procedure. Therefore, the petition shall be based on evidence that during the visa procedure or the appeal procedure the respective authorities braked or failed to observe the law or their decision was unfounded. The fees of procedure shall not be surrendered at the time of submitting the petition. The court’s decision will also dispose on the fees.

In case your visa application, appeal or judicial review was rejected you are entitled to submit a visa application anew.

 

INFORMATION ON RESIDENCE PERMIT (LONG TERM VISA) PROCEDURE

Nationals of India, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka need residence permit (long-term-visa) to take up work, voluntary work, study, conduct research, or join a third country national family member living in Hungary for a period of more than 90 days.

Residence permit must be applied before you actually go to Hungary. Please note that short term visa does not permit you to travel to Hungary for working or studying beyond 90 days.


It is important to note that residence permit application can only be lodged at the Embassy of Hungary in person where an interview is also being conducted at this time. No application can be lodged by third persons. However, passport and decision on the residence permit application can be collected by a person presenting authorization duly signed by the applicant and certified by public notary.

How to apply?

Application is assessed and decided by the National Directorate-General for Aliens Policing of Hungary in 21 calendar days. Application for studying or pursuing research activity takes 15 calendar days, for employment 90 days. You will be notified on the decision by the Embassy of Hungary in New Delhi. Please be advised that during the time of the assessment the Embassy of Hungary will not answer any form of enquiry regarding state or outcome of the procedure.

When lodging the application, you are expected to:

(1) Present an application form duly filled and signed. Application form is free and can be downloaded from the website of the National Directorate-General for Aliens Policing of Hungary: http://www.bmbah.hu/index.php?lang=en. Minors shall submit an application form signed by both parents exercising permanent or temporary parental authority or legal guardianship. Present a declaration of permission by both parents exercising permanent or temporary parental authority or legal guardianship in the case the minor is traveling alone or the parent exercising permanent or temporary parental authority or legal guardianship in the case the minor is traveling with the other parent only. The declaration has to be original and certified by public notary.

(2) Present a passport which validity shall extend at least three months after the intended date of departure from Hungary or, in the case of several visits, after the last intended date of departure from Hungary.

(3) Present 2 passport-size photos. Please note that the photos have to be color one; head-dress is permitted provided that all facial details are clearly visible.

(4) Pay the residence permit handling fee of Rs. 4750. You can pay the fee by bank card when lodging your application at the Embassy of Hungary in New Delhi.

(5) Provide supporting documents. For further information please see the following section.

What if my application is turned down?

If your application is turned down, the decision of National Directorate-General for Aliens Policing of Hungary will be given in a written form in which you will get information as to why your application was rejected. The language of the procedure is Hungarian, therefore please make note that the Embassy of Hungary does not provide translation of the decision. If you received a decision you are not satisfied with, you can submit a written appeal no later than 8 calendar days from the day you received the decision. The appeal procedure has a fee of Rs. 1590. The written appeal must be presented at the Embassy of Hungary in New Delhi in person in visa or residence permit application time without appointment on workdays (from Monday until Thursday from 14:00 to 16:00 PM). Please note that there is no exception to these rules.

The appeal is assessed and decided by the National Directorate-General for Aliens Policing of Hungary in up to 21 calendar days after the submission. You may be requested to provide further supporting documents to the appeal procedure. Please be advised that during the time of the assessment Consular Section of the Embassy of Hungary will not answer any form of enquiry regarding state or outcome of the appeal procedure. Please note that the appeal procedure will not be reduced.

 

INFORMATION ON LEGALIZATION, CERTIFICATION AND TRANSLATION SERVICES

When studying, doing business or taking up work in Hungary you may need certain documents translated, the copy of the document or your signature on a document certified or to receive a judicial (police) record certificate. The Consular Section of the Embassy of Hungary in New Delhi provides such services for nationals of India, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka.

When do I need legalization or certification, including judicial (police) record and how does it work?

1. Legalization of a document

The Consular Section of the Embassy of Hungary in New Delhi provides for legalization of public documents issued by the authorities of Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka. The authenticity of the signature, the capacity in which the person signing the public document has acted and, where appropriate, the identity of the seal or stamp which it bears have to be certified by the responsible authority of the respective Ministries of Foreign Affairs of Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka in the first place. Only such endorsed public document can be legalized by the Embassy of Hungary in New Delhi for future use in Hungary.

Public documents of India do not need legalization by the Embassy of Hungary in New Delhi provided that the Indian Ministry of External Affairs certified the authenticity of the signature, the capacity in which the person signing the public document has acted and, where appropriate, the identity of the seal or stamp which it bears by a special certificate called Apostille. Please be advised that you need prior appointment for putting forward documents for legalization. Appointment can be arranged by e-mailing to consulate.del@mfa.gov.hu.

Consular fee per copy is Rs. 1980 and has to be paid by bank card.

 

2. Certification of a copy of an original document

The Consular Section provides certification of a copy of an original document if both the original and the copy are presented. Please be advised that you need prior appointment for putting forward documents for certification of a copy. Appointment can be arranged by e-mailing to consulate.del@mfa.gov.hu. Consular fee per copy is Rs. 1590 and has to be paid by bank card.

 

3. Certification of a signature

Certification of your signature on a public or private document is provided for in two ways: either you sign the relevant document in sight of the Consular Officer or you state before the same that the signature on an already signed document is yours. This kind of service needs your appearance and presenting your passport, so please note that a prior appointment has to be requested. Appointment can be arranged by e-mailing to consulate.del@mfa.gov.hu. Consular fee per signature of is Rs. 2380 has to be paid by bank card.

 

4. Judicial Record Certificate (police clerance certificate)

Certification of your clean criminal record in Hungary (Judicial Record Certificate) can be requested by filling the appropriate form to this end. This kind of service needs your appearance and presenting your passport, so please note that a prior appointment has to be requested. Appointment can be arranged by e-mailing to consulate.del@mfa.gov.hu. The Judicial Record Certificate is issued only in Hungarian language in a form of electronic public document.

Consular fee of this service is Rs. 5150, and has to be paid by bank card.

 

When do I need translation and how does it work?

Please note that administrative procedures in Hungary require public documents to be translated into Hungarian language as a general rule. Translation has to be made by a certified translator. Therefore, you are advised to make prior enquires whether you may need a document translated. You can also get your documents translated in Hungary by the only certified translation office: National Office for Translation and Attestation .

The Consular Section of the Embassy of Hungary in New Delhi may provide for certified translation from English into Hungarian and from Hungarian into English language depending of its availability. You can also make the translation yourself. In the latter case the Consular Section provides certification of the translation.
